Moalboal sits on the southwest coast of Cebu, about two and a half hours by bus from the city, and it earns its reputation almost entirely on the strength of one extraordinary natural event — a resident sardine school so vast it moves like a single living creature through the water column. You don't need to go far offshore to find it. The sardines hold tight to the reef wall just off Panagsama Beach, making this one of the few places in the world where you can pull on a mask, wade in from shore, and be completely engulfed within minutes. Snorkellers do this just as well as divers. Below the sardine bait ball, depths drop quickly along a dramatic wall that runs from about five metres down past forty. Visibility is generally good — fifteen to twenty-five metres on calm days — though currents can push through unpredictably, particularly around Pescador Island, a small marine sanctuary a short boat ride away. Pescador is where you're most likely to encounter white-tip reef sharks resting on ledges, sea turtles grazing on sponges, and occasional thresher shark sightings deeper down. The reef itself is in mixed condition; some sections show crown-of-thorns damage and historical bleaching, but recovery patches exist and the sheer fish biomass compensates considerably. Moalboal runs almost entirely on day-boat and shore-dive operations. There's no liveaboard infrastructure here — you stay on land and walk to your dive shop, most of which cluster along Panagsama and White Beach. Prices are among the lowest in the Philippines, and operators are plentiful and generally competent. Equipment quality varies, so check tanks and regulators yourself. Open-water certification is sufficient for most sites; Pescador's deeper sections suit advanced divers. Visit between November and May for the calmest conditions.
